A program designed to speed up pardons for cannabis possession is still seeing low participation. The federal government admits it doesn’t know how many possession records have been “sequestered” under another initiative.

When the expedited pardon program started in August 2019, the federal government estimated 10,000 Canadians would be eligible. Nearly five years later, the Parole Board of Canada reports that only 845 pardons have been granted through the program.
